California Institute for Behavioral Health Solutions (CIBHS) advances effective and equitable responses to substance use disorders by strengthening systems of care across California. Through training, technical assistance, and collaborative partnerships, CIBHS supports prevention, harm reduction, treatment, and recovery-oriented services that are evidence-based, community-defined, and culturally responsive.

Working alongside counties, providers, and community organizations, CIBHS helps reduce barriers to care, expand access to medications for opioid use disorder (MOUD), and improve outcomes for individuals, families, and communities impacted by substance use.
